FBR E-Invoicing Compliance Checker: Does It Apply to You?

Not sure if FBR e-invoicing applies to your business? Answer four quick questions for a plain-English read on your status and next steps.

Last updated: 26 June 2026

Use this free checker to see whether FBR e-invoicing is likely to apply to your business and how ready you are. Answer four quick questions — it takes about 30 seconds and gives you a plain-English result with next steps. This is general guidance to point you in the right direction, not a legal determination: always confirm your exact obligation and start date with FBR or a tax advisor.

1. Is your business registered for sales tax with FBR (do you have an STRN)?
2. What best describes your business?
3. Roughly, what is your annual turnover?
4. Have you already integrated with FBR's digital invoicing system (issuing IRNs)?

How this checker works

The checker reflects how FBR's e-invoicing mandate is structured: it applies to sales-tax-registered businesses, and is being rolled out in phases under SRO 1852(I)/2025 and Rule 150Q — generally reaching larger taxpayers and certain sectors first, then expanding toward all registered persons. So the two questions that matter most are whether you are registered for sales tax and whether you have already integrated. Turnover and business type only affect when your phase is likely to start, not whether the rules eventually apply.

What to do with your result

If the checker says e-invoicing applies and you are not yet integrated, the practical next step is to adopt software that connects to FBR through the PRAL gateway, so each invoice returns a valid unique FBR invoice number (IRN) and QR code. For the consequences of non-compliance, see our FBR e-invoicing penalties guide. InvoiceFlow connects through FBR's official PRAL gateway API and returns the IRN and QR code in real time. (InvoiceFlow is an independent software provider submitting through PRAL's official gateway; it is not an FBR-licensed integrator and is not affiliated with or endorsed by FBR or PRAL.)

Frequently asked questions

Does FBR e-invoicing apply to small businesses?

The mandate is expanding from larger taxpayers toward all sales-tax-registered persons in phases. If you are registered for sales tax, it is likely to apply to you once your phase is live — confirm your date with FBR.

I'm not registered for sales tax — do I need to e-invoice?

E-invoicing applies to sales-tax-registered businesses. If you are not registered, you would generally register first (where required), after which e-invoicing applies once your phase is live.

Is this checker an official FBR tool?

No. It is a free informational guide from InvoiceFlow, an independent software provider. It does not determine your legal tax status — confirm that with FBR or a qualified tax advisor.
